கல்வி தனியார்மயப்படுத்தலையும், மாணவர்களின் உரிமைகளை அடக்குவதையும் எதிர்ப்போம் - ஊடக அறிக்கை

இலங்கை விவசாயிகள்,மீனவர்கள், தோட்ட தொழிலாளர்கள், பெண்கள் மற்றும் ஏனைய மக்களை பிரதிநிதித்துவப்படுத்தும் சிவில் சமூக நிறுவனமான நாம்,   தற்போதைய அரசாங்கத்தால் இலவச கல்விக்கான உரிமைக்காக போராடும் மாணவ இயக்கங்களை ஒடுக்குவதற்காக பயன்படுத்தப்படுகின்ற  கொடூர அடக்குமுறை நடவடிக்கைகளை நாங்கள் முழுமையாக எதிர்க்கின்றோம்.

 

கடந்த அரசாங்க காலக்கட்டத்தில் மக்கள் எதிர்ப்பு ஆர்ப்பாட்டங்களுக்காகள் மீது  கட்டவிழ்த்து விடப்பட்ட அடக்குமுறைகளை  விமர்சித்து; அதற்கு எதிராக கட்டியெழுப்பப்பட்ட மக்கள் எதிர்ப்பின் மூலமாக ஆட்சிக்கு வந்த "நல்லாட்சி  அரசாங்கம்"; தற்போதைய போராட்டங்கள்  மற்றும் எதிர்ப்பை அடக்குவதற்காக அதைப்போன்ற நடவடிக்கையை பின்பற்றுவது மிகவும் வேதனைக்குரியதாகும்.  


ல தசாப்தங்காளக சமூகத்தில்  மக்களின் உரிமையாக இருந்துவரும்  இலவச கல்விக்கு; இதுவரையில் எப்பொழுதும் இல்லாதவாறு பாரிய அச்சுறுத்தல் ஏற்பட்டுள்ளது. உலக வங்கி மற்றும் சர்வதேச நாணய நிதியத்தின் ஆலோசனையின் பேரில் கல்வியை தனியார்மயமாக்கும் திட்டம் மீண்டும் நடைமுறைப்படுத்தப்படுகின்றது. 

கல்விக்காக 2017ம் ஆண்டிற்காக அரசாங்கம் ஒதுக்கிய நிதியை 2016ம் ஆண்டோடு ஒப்பிடும்பொழுது 60% வரையிலான வெட்டு ஏற்பட்டிருப்பதன் மூலமாக இது தெளிவாகிறது.  தமது முக்கிய தேர்தல் வாக்குறுதியாக குறிப்பிட்ட அரசியல் யாப்பு திருத்தம், இனங்களுக்கிடையில்  சகவாழ்வை ஏற்படுத்தல், லஞ்சம் மற்றம் ஊழல்களை ஒழித்தல்  போன்ற வாக்குறுதிகளை நடைமுறைப்படுத்துவது  தொடர்பாக இல்லாத உணர்வு  சயிதம் நிறுவனத்தை பாதுகாப்பதற்காக எற்பட்டுள்ளமையானதுதற்போதைய அரசாங்கத்தின் கல்வியை தனியார் மயப்படுத்தும்  திட்டத்தை - உள்நோக்கத்தை அம்பலப்படுத்துகிறது. 


இதில் வேடிக்கையானது என்னவென்றால்;  துறைமுக நகரம், உமாஒயா திட்டம்ஹம்பாந்தொட்ட துறைமுகம், மற்றும் மத்தள விமான நிலையம் போன்ற மிகவும் பாதிப்பை ஏற்படுத்திய- தோல்வியடைந்த அபிவிருத்தி திட்டங்களின் மூலமாகவும்மத்திய வங்கி முறிப்பு தொடர்பான ஊழல் உள்ளடங்களாக; பாரிய அளவிளான ஊழல்களின் மூலமாக அரச நிதி மற்றும் உடமைகள் போன்றவர்ரை  பாரிய அளவில் சீரழித்த அரசியல் வாதிகள் மற்றும் உத்தியோகத்தர்கள் தொடர்பாக கண்டுங்காணாமல்- அமைதியைப்  பேணும் அரசாங்கம்; அரச சொத்துக்களை சீரழிக்கிறார்கள்  குற்றச்சாட்டுகளின் கீழ் மாணவ செயற்பாட்டாளர்களை வேட்டையாடும் பாரிய நடவடிக்கையை ஆரம்பித்துள்ளது. இதன் மூலம் அரசாங்கத்தின் நோக்கம் அரச உடமைகளை பாதுகாப்பது அல்ல என்பது தெளிவாகிறது. அதேவேளை; அரசின்  தவறான திட்டத்திற்கு எதிராக போராடும் மக்கள் அமைப்புகளை அடக்குவதென்பதுவே  அரசின் நோக்கம் என்பது  தெளிவாகத் தெரிகிறது.  


இலவச கல்விக்கான போராட்டம்; சயிதம் நிறுவனத்திற்கு எதிரான ஆர்ப்பாட்டத்திற்கு மட்டும் மட்டுப்படுத்தப்பட்ட தொன்றல்ல.  கல்விக்காக நிகர தேசிய உற்பத்தியில் 6% ஒதுக்கக்கோரிய சர்வகலாசாலை விரிவுரையாளர் சங்கத்தால்(FUTA ); கடந்த அரசாங்கத்தில் ஆரம்பித்த ஆர்ப்பாட்ட இயக்கம் முதல்; தனியார்மயப்படுத்தலுக்கு எதிரான போராட்டங்கள் பல வருடங்களாக நடந்து வருகிறது . ஆனால் ஆட்சியாளர்கள் இப்போராட்ட்ங்களையும், கோரிக்கைகளையும்  கவனத்திற்கொள்ளவில்லை.மாறாக இக்கோரிக்கைகளை முன்னிறுதிப்போராடிய மாணவ இயக்கங்களையும், எதிர்ப்பியக்கங்களையும்,சமூக இயக்கங்களையும் நசுக்குவதிலேயே  குறியாயிருந்தனர். 

 

இலங்கையில் விவசாய, மீனவ, தொழிலாளர், பெண்கள் மற்றும் ஏனைய மக்கள் பிரிவை பிரதிநித்துவப்படுத்தும்  அமைப்புக்களான நாம்நாட்டின் வறிய மக்களின் உரிமையான இலவச கல்விக்காக போராடும்; மாணவ அமைப்புகளுடனும், விரிவுரையாளர் அமைப்புகளுடனும்;  ஏனைய குழுவினரோடும்  கைகோர்த்து நிற்க நாங்கள் தயாராராகவுள்ளோம்.இந்தஇயக்கங்களை அடக்குவதற்கு அரசாங்கம் எடுக்கும் முயற்சியை தேல்வியடைய செய்வதற்காக நாடளாவிய போராட்டத்தை நடாத்துவதற்கு நாம் தயாராகிவருகிறோம்.

 


நாட்டில் சிவில் சமூக அமைப்பு என கூறிக்கொள்ளும் வெகுசில சிறு அமைப்புகள், சில தனிநபர்களும்   அரசாங்கத்தின் அடக்குமுறைக்கு ஒத்துழைப்பும்  ஆதரவும்  நல்குவதை நாம் வன்மையாகக்  கண்டிக்கிறோம்.

அத்துடன், எங்களுடன் இணைந்து  மனித உரிமைகளுக்காகவும்,மக்களின் உரிமைகளுக்காகவும்  போராடும் அனைவரையும், பல்கலைக்கழக மாணவர்கள் அமைப்பின் மீது நடாத்தப்படும் ஒடுக்குமுறைகள் மற்றும் வன்மையாக தாக்குதல்களுக்கு எதிராக வன்மையான கண்டனங்களைத்  தெரிவிக்க இணையுமாறும் கோருகிறோம்.

Press release. 
Stand against the privatization of education and the repression of student dissent. 3rd July 2017


We, as civil society organizations, who represent farming, fisheries, the plantation sector, women, and other community groups in Sri Lanka, vehemently condemn the repression of student protest movements fighting for free education in Sri Lanka, launched by the current Government.

 

It is ironic how the current Yahapalana Government, which came into the power on the people’s agitation against the previous Government’s oppression of dissenting voices, is now adopting the same tactics.

 

The free education system in Sri Lanka, which has been considered a right of the people for decades, has never been threatened as much as it is today. Plans to privatize education, driven by both the World Bank and IMF, seem to be back in the fore. This is clearly evident in the massive 60% cut of Government spending on education in the Budget Proposal for 2017. The Government seems to be more intent on protecting SAITM, and following through with the WB/IMF proposals of education privatization, more so than even their major election promises of constitutional reform, reconciliation and the elimination of corruption.

 

A Government which has kept silent over the destruction of national wealth, to fulfill the vested interests of politicians, and Government officials via environmentally destructive projects such as the Port City, Uma Oya, Hambantota Port and Airport projects, and large-scale fraud as in the case of the Central Bank bond scam, has however, launched a massive operation to hunt down student leaders. This exposes the Government’s agenda of deliberately overlooking the protection of our natural assets, and focusing instead on suppressing people’s protest movements which are against their plans.

 

The struggle for free education is not limited to SAITM. Starting from the campaign launched by FUTA, which demanded a 6% hike in GDP for education, students, university teachers and other groups, the protest movement against the privatization of education has been longstanding over the span of a few years. Successive governments have consistently ignored the demands of such student movements, and gone on to crush all dissident movements, including the students and social movements supporting their cause.

 

As organisations that represent farmers, fisher-folk, workers, women and other ordinary citizens, we have consistently stood for the right of free education, and have always readily joined hands with students, university teachers and other groups struggling to have their voices heard. We are ready to launch an island-wide struggle to defeat the Government’s efforts to suppress people’s movements.

 

We strongly condemn the attempts of a small number of organizations and individuals, who identify themselves as members of Sri Lankan civil society, and who are defending the Government’s oppressive actions. We wish to call upon all who those involved in genuinely fighting for the rights of the people, and human rights, to come forward and join us in condemning the brutal attacks on university students, and the suppression of their movements.
